Generell kompetens

Mr. Lars Oscar is an experienced evaluator, manager and expert in international development cooperation. He has long work experience as manager and evaluator of projects, programmes and organisations as well as auditor of systems and organisations. He has designed numerous projects and programmes as well as reviewed and advised on organisational development. This experience Mr. Oscar has gained in over 25 countries in Europe, Africa and Asia during his many years working for Swedish government and as a consultant. Mr. Oscar has acquired substantial knowledge and experience in several sectors and much of his experience concerns different aspects of capacity/institution building in organisations as well as individuals. Mr. Oscar has experience from working with governmental entities, the private sector, international and non-governmental organisations. He has experience from difficult and conflict-filled environments and has proven able to achieve and deliver also in such conditions. Academically he holds two Master’s Degrees in development economics and political science. Mr. Oscar is from April 2005 running his own consultancy firm within management and organisational development.

Utvärderings- kompetens

Mr. Oscar has conducted numerous evaluations since spring of 2005. Before then he gained experience in evaluations and reviews working for Sida following up projects and programmes.

Mr. Oscar is conducting evaluations and other work as a sole consultant or in cooperation with others. He is used to act as team leader in smaller and bigger groups.
